Allow only reasonable values for formations

The rolling stock formation allows several valid attribute values of "0". However, technically this is not reasonable and thus the attribute values shall be limited to a value > 0 instead of >= 0.

The following element/attributes have been identified so far:

  1. formation/speed
  2. formation/length
  3. formation/weight (DEPRECATED)
  4. formation/bruttoWeight
  5. formation/nettoWeight
  6. formation/tareWeight

Existing railML 2.2. export interfaces need to be updated so that attribute with a value of 0 are omitted.

This ticket was discussed during a railML coordinator meeting (21.09.2015). The aim is to increase the quality of the railML data by limiting attributes to reasonable values.

The named values are all defined as decimals. Thus it won't be suitable to restrict the value range to '>0' by means of schema definition. This will only work for integer values. Therefore no fix.
